City police nab man wanted in murder case

ITANAGAR, Aug 29: In a major breakthrough, the City Police has nabbed one Bengia Kame, 46, of Tayang village under Koloriang Police station from C Sector here yesterday at 1.45 pm, who was wanted in a murder case (No. 10/2013 of Sangram PS U/S 120 (B)/189/153(A)/302/353 IPC) during Panchayat Raj Election-2013 at Kurung Kumey.

The accused had managed to escape police arrest by frequently changing his locations. He stayed for two weeks in a rented house at Bihpuria, Assam before he changed his location to Borgang, where he lived for a month.

Thereafter, he moved to Dimapur and came back to Itanagar on monetary purpose before he was apprehended yesterday, City Superintendent of Police Surinder Kumar informed in a release.

 

Electrician dies due of electrocution

RUKSIN, Aug 29: An employee of Ruksin electrical division died on the spot when he came contact with a live wire at Ruksin town today afternoon.

Manveer Singh (50) was electrocuted, when he was repairing the 440 KV LT transformer point near Ruksin gate at about 1.30 pm, eye witnesses said.

Deceased Singh was a regular electrician (lineman) under Ruksin electrical section and working for the last several years. He has left two daughters and a son.

The power department employees here have expressed shock and grief over tragic death of Singh and prayed for eternal peace of the departed soul.

 

Conservation awareness for school children held

ITANAGAR, Aug 29: The Arunachal Pradesh Forest Department assisted by IFAW-WTI organized a wildlife and conservation awareness programme for school children of Intaya Public School, Roing today.

Over 80 students of the school shared their wildlife experience, and also participated in art and quiz competitions.

The organisers spoke to the students about threats faced by wildlife in the region and conservation initiatives being undertaken and motivated the students to participate in wildlife conservation.

Resource person, Obian Jongkey, Forest Ranger and Kapak Ori, Forester from Wildlife Division and Dr Kuladeep Roy, Assistant Manager, IFAW-WTI. S. V. Namboodiri, the school Principal also highlighted about wildlife conservation.

 

Governing body meeting of DRDA held

Seppa, Aug 29: The 53rd Governing Body meeting under the Chairmanship of Meyuk Cheda, Chairperson Zilla Parishad was held at Kameng Hall, Seppa recently.

Zilla Parishad Chairperson cum DRDA Chairman Meyuk Cheda urged the PRI members to maintained cordial relationship with officers and also the officers to guide and suggest the newly elected PRI members in the right path in formulation of the schemes for better development.

Deputy Commissioner Tarin Dakpe said that all the centrally sponsored scheme under DRDA particularly MGNEREGA meant for the rural areas should percolate down to the poorest people. He informed that the state Govt. has kind enough to implement and introduced National Food Security Ordinance in the entire district of the state. He also informed that the state Govt. has empowered the district planning committee to be headed by the chairperson Zilla Parishad. Further, he urged the PRI members to shoulder the responsibility and play active role on the issue in their respective areas as lot of money pumped in from the Govt and there shouldn’t be room for pilferage. He also cautioned the officers to be conscious and not to make payment under duress without work. He directed the BDOs to stay at their posting place and not to have camp office at Seppa.

Industrial growth centre demanded

ITANAGAR, Aug 29: Claiming that the department concerned had failed to fulfill it assurance to provide jobs, contract works and allot land to land donors at Industrial Complex area,  the Industrial Growth Centre Complex Youth Association, Niglok, East Siang District appealed to the concerned department to immediately establish the industrial complex and fulfill  is  assurances to the land donors.

 

District vigilance committee inspected various project at Bana

Seppa, Aug 29: The District Vigilance committee headed by Deputy Commissioner Tarin Dakpe inspected various ongoing and completed projects of Bana areas yesterday.

The DC along with DVC members inspected SSA civil works like Boundary wall, additional class room and Girls Hostel under SPA at New Sapung Middle School; Tourist lodge at Bana; Boys Hostel at Ekalavya Residential Model School; ADO Qtr. and Govt. Secondary School Bana. DC instructed BDOs to prepare estimate for anti-erosion scheme for Govt Secondary School Bana which is under the threat of erosion from the nearby flowing river.

While interacting with the students of Ekalavya Residential Model School, Bana expressed happiness to see that the students were from various district of the Arunachal Pradesh. He advised the students to devote in studies and earned the name and fame of the lone Ekalavya School.

Head Master of the EMRS informed that the teachers were working without salary since last four and half years and the school are facing electricity problems since last March. DIPRO

 

Compensation sought

ITANAGAR, Aug 29: Claiming that the payment of Trans-Arunachal Highway compensation is still pending for the land affected people from New Sopung village to Wessang village, the Bana Pampoli Area Trans- Arunachal Highway Affected Welfare Committee (BPATHAWC) has asked for the release of the pending compensation.

In a letter submitted to the chief secretary, it said that the payment of some have been kept pending without any valid reason and some have still not got their compensation as the area is yet to be re-measured.

It urged him to direct the East Kameng district administration for early payment.

 

DRDA employees register protest

ITANAGAR, Aug 29: The DRDA employees of Lohit district under the banner of All Indian DRDA Employees Welfare Association, registered their protest by wearing black badges during the office hours from August 19 to 24 for the non-fulfillment of various demands by the MoRD, GoI and state the government.

Dismayed by the no response from the government, All India DRDA Employees Welfare Association Kanu Nalo warned that the association will be compelled to adopt democratic movement if the demands are not met.

AT launches Media Scholarships & Empower Initiative for students

ITANAGAR, Aug 29: The Arunachal Times, the first English daily of the state, achieved another milestone as it launched the Media Scholarships for Rajiv Gandhi University Mass Communication students in a small function held at Hotel S C Continental here today.

Printer and Publisher of this daily Yadap Apang and Rajiv Gandhi University Vice Chancellor Prof Tamo Mibang jointly declared the  launch of the scholarships for RGU Mass Communication students in presence of noted litterateur and senior journalist Mamang Dai, former and present editors of this daily, Editors of other English dailies of this state and  large number of media persons besides RGU students. The occasion was the commemoration of 25 years of dedicated service of this Daily to the people of this state.

As part of Arunachal Times’ empower initiatives, Y Apang also presented a commitment plaque to the teachers and students of the Donyi Polo School for the Hearing and Visually Impaired to build and help run waste paper reclying system.  

Earlier, Natasha Apang gave a power point presentation on the 25 years journey of Arunachal Times.

“It is a wonderful gesture from a reputed media house of the state towards students of RGU,” said  Prof  T Mibang while referring to the launch of scholarship.

Lauding the immense contribution of the Arunachal Times in bringing socio-economic transformation in the state and for its people during last many years, Prof. Mibang, however, said that the real development will be achieved when poverty and illiteracy will be eradicated from the  state with the bigger role  of media.

While reminiscing the bygone days of Arunachal Times, Y Apang showered praises to the state media persons and staff of this daily for their dedicated service under difficult situation.  She also lauded the overall role of media as partner of development in the state.

In his address founding Editor of this Daily Tasso Grayu gave a brief story of Arunachal Times since the beginning and encouraged the media persons to perform their duties with sincerity and dedication in greater interest.

Editor of this daily Audrey Apang highlighted the Empower initiatives. “It is basically aiming to empower the youths towards self-employment’, she   said while elaborating on waste paper re-clying system which may create huge job opportunities for youths.   

Audrey further extended sincere thanks to Arunachal Times staff for their dedicated service making it a leading newspaper of this state.

CCRD executive director and HoD, Mass Communication, RGU, Moji Riba through a power point presentation gave details on the media scholarships.

On this occasion, longest serving staff of this Daily J B Tamang was felicitated by publisher Y Apang.  

Founding Editor of this daily Tasso Grayu and former editor Pradeep Kumar were also felicitated by Y Apang, while Audrey Apang presented mementoes to noted journalists and editors of other dailies.

 

 

Govt. honours meritorious sportspersons with cash incentives

‘Cabinet approves Sports Policy’

ITANAGAR, Aug 29: Arunachal Pradesh Government has awarded cash incentives amounting to Rs.69.95 lakhs to 40 meritorious sportspersons, who have brought laurels to the state by winning medals in national and international level competitions, in a function organized coinciding with National Sports Day at Banquet Hall here today.

The lion share of the incentive was grabbed by the weightlifters followed by karatekas and archers.

Lifter Yukar Sibi was awarded Rs.8 lakh for winning gold in Commonwealth Senior Men’s Weightlifting Championship held in Cape Town, South Africa in 2011 and Rs. 1 lakh for winning bronze in 62nd Senior National Weightlifting Championship at Udaipur, Rajasthan in 2010.

Lifter Soram Hitlar Tagru was awarded Rs.6 lakh for winning gold in Youth Commonwealth (Boys) Weightlifting Championship in Apia Somoa in 2012 and Rs.3 lakh for winning silver in Commonwealth Youth (Boys) Weightlifting Championship, 2011.

Another upcoming lifter Jimjang Deru was given Rs. 6 lakh for winning gold in Youth Commonwealth Weightlifting Championship in Apia, Somoa in 2012 and Rs. 50,000 for winning silver in 7th National Youth Sub-Junior Championship, 2011.

Lifter Kojum Taba was awarded Rs. 6 lakh for winning gold in Youth Commonwealth Weightlifting Championship in Apia Somoa in 2012 and Rs 1 lakh for winning gold in 7th National Youth (sub-junior) Championship in 2011.

Sambu Lapung was given Rs.3 lakh for winning silver in Commonwealth Youth Weightlifting Championship in Apia Somoa in 2012, Rs.2 lakh for winning gold in 49th National Junior Weightlifting Championship in New Delhi, 2012 and Rs.25,000 for winning bronze in 7th National sub Junior championship at Itanagar.

Commonwealth Youth (girls) silver medal winner Takio Yana walked away with Rs.3 lakh while Meno Tajo, silver medalist in 24th women junior national weightlifting championship in Itanagar, was given Rs.1 lakh, in 2011.

Woman lifter U Ranjana Devi, bonze medallist of 26th Senior National Women championship was awarded Rs 1 lakh while Lalu Taku was given Rs.50,000 for winning silver medal in 8th National Youth Boys Weightlifting Championship held in New Delhi, 2012.

Karate players, who received above Rs. 1 lakh, were Tam Tapak (Rs.1.75 lakh), P Nobin Jomoh (1.50 lakh), Chunnu Sangno (Rs. 1 lakh), Debia Yakap (Rs.1 lakh), Yomken Noshi (Rs.1 lakh).

Woman Archers Genung Tekseng, gold medallist in 34th National Archery Championship, 2011 and 31st Sub Jr. National Archery Championship in Jharkhand was awarded a total of Rs. 3 lakh (2 lakh+1 lakh), Maselo Mihu, gold medalist in 34th National Archery Championship, 2011, Surang Yumi, gold medalist in 34th National Archery Championship, 2011 and Lide Loyi, gold medallist in 34th National Archery Championship, 2011 were awarded Rs.2 lakh each.

Shuttler Laa Talar received Rs. 1.75 lakh for winning gold medal in 25th Yonex Sunrise Sub Jr. National Badminton Championship, 2011 and a bronze in 37th Jr National Badminton Championship, 2012, Manipur.

Boxers Sunday Natung was awarded Rs.1 lakh each for winning gold in 2nd Sub Jr National Boxing Championship in 2011 and 7th Sub Jr. National Boxing Championship, 2012.

Karling Natung was given Rs. 1 lakh for his gold medal winning performance in 2nd Jr Sub Jr National Boxing Championship 2011.

Three Wushu players were also awarded for their outstanding performance in national level competitions.

Wrestler Dada Riba was awarded Rs. 1 lakh each for winning gold in 30th Sub Jr Greeco Roman style 14th National Wrestling Championship, 2011 and 31st free style Greeco Roman and 15th Sub Jr. (cadet) National Wrestling Championship, Solan HP, 2012.

Speaking on the occasion, Chief Minister Nabam Tuki hoped this noble initiative of (giving incentives) will definitely go a long way in encouraging the upcoming sportspersons to take up sports in a professional manner.

Informing that the state cabinet has approved the much awaited sports policy of the state recently, Tuki said this comprehensive sports policy, to be announced shortly, would cater to the infrastructural needs and create opportunities for sportspersons and help all round development of sports sector.

He further informed that advertisement for 258 posts of Constable, Head Constable and SIs in police department for meritorious sportspersons will be floated very soon for recruitment drive.

Earlier, Sports Commissioner CB Kumar, in his brief speech reiterated the state government’s commitment towards working for all round development of sports sector in the state.

Games and sport are part and parcel of human life, he said and encouraged youths of the state to play sports, which, foster unity, brotherhood and develop leadership quality, If pursued seriously, one can earn decent livelihood through sports, he said.

Parliamentary Secretary and Arunachal Olympic Association President Padi Richo requested the CM to keep Corpus fund of Rs 10 Crore to meet unforeseen and immediate requirements of Arunachal Olympic Association (AOA). He also stressed on appointment of coaches, District Sports Officers and the need for establishing a sports university in the state.

Sports Authority of Arunachal Vice Chairman Likha Tara, Director of Sports and Youth Affairs DK Dinglow, Assistant Director Tadar Apa, AOA Secretary General G Doke, presidents, secretary of all state level sports associations, coaches were present on the occasion.

Meanwhile, Arunachal Weightlifting Association President Abraham K Techi has highly appreciated the state government for honouring the meritorious sportsperson with cash incentives, which according to him, will surely encourage the sportspersons to take up sports seriously and improve their performance.

Abraham, also Joint Secretary of Indian Weightlifting Federation, urged the state government to recognize the contributions of the coaches too, the men behind success of every sportsperson, by providing incentives and also the performing sports associations.

 

 

First Adi language newspaper ‘Arunachal Aung’ launched

ITANAGAR, Aug 29: The “Arunachal Aung”, the first Adi language and second newspaper in vernacular language of state was launched today in a simple but impressive function held at Arunachal Press Club.

The ‘Arunachal Aung’ was formally launched by Adi Agom Kebang (AAK), president Nini Pertin in presence of AAK General Secretary and Deputy Director IPR Obang Tayeng, Arunachal Press Club, President Taba Ajum and other media persons.

The weekly newspaper is an initiative of Ojing Tayeng, a journalist of state, in a bid to preserve and promote the local Adi language which is dying very fast besides focusing on various social issues.

The paper will connect the Adi community residing in various parts of state particularly East Siang, West Siang, Upper Siang and Lower Dibang Valley Districts.

Lauding the publisher-cum-editor of the newspaper for taking up such noble venture for the interest of the people, N Pertin said that the “Arunachal Aung” will serve as an important tool to preserve the fast dying Adi dialect besides improving the medium of learning.

“No matter wherever we go we eventually return to our original place” said Pertin while advocating the preservation of aged old culture and tradition including one’s own dialect. Today is indeed a memorable day for all the Adi people and this small but very noble step will surely inspire other communities of state to start such venture to protect and preserve their local dialect, he opined.

He further said that this form of writing Adi language may be not perfect but at the same time it is the nearest form to write Adi language which is being adopted by Adi Agom Kebang.

While congratulating the publisher for successful lunching of the newspaper, Obang Tayeng suggested him to make it an effective medium of learning and promoting the local dialect.

He said that the preservation and promotion of one’s own dialect is immense important these days.

Wishing best of luck to the publisher, Tayeng exuded hope that “Arunachal Aung” will boost the energy of young journalist of state to venture into more such noble initiatives besides inspiring the people of other communities to preserve and promote their own dialect.   

APC president Taba Ajum, while congratulating the publisher on behalf of APC and APUWJ for launching of first Adi language newspaper in the state, said it’s a proud moment for all the media fraternity of state as one of our own friends has started it.

“The paper will not only inspire the young journalists to come up with more such noble ideas in days to come but also serve as a mechanism to preserve the fast dying local dialect in this age of technology”, asserted Ajum adding this will also encourage other tribe and communities of state to start their papers in their own language.

APC vice-president, Azing Pertin also stated that the first Adi language paper will really benefit the people specially Adi people of state. It will also encourage all the media persons to do something new in days to come for betterment of people.

Publisher, Ojing Tayeng appealed all ZPMs, ASMs, Gaun Burahs and intellectuals of Adi community to contribute Adi folk stories, a:bangs and village related programme of their respective village to Arunachal Aung at arunachalaung@gmail.com .

 

 

Petrol pumps observe shutter down

ITANAGAR, Aug 29: All the petrol pump of capital complex today under the aegis of Capital Complex Petroleum Depot Association (CCPDA) shut their shutter down in protest against repeated harassment by members hailing from AAPSU demanding for more fuel. In a release CCPDA apologized to the public for causing inconvenience and expressed gratitude to them for cooperating.

The decision to shutdown was taken after repeated pleas, complaints and reminders made to AAPSU regarding harassment of petrol pump dealers and upon no concrete step being taken by union to control the menace. Meanwhile CCPDA expressed hope that AAPSU will take strong step in this regard.

“By shutting down petrol pump we wanted to express our sadness. However we are and will always continue to support AAPSU in every possible manner for the cause of state. We do hope that AAPSU will continue to extend cooperation so that cordial relation is always maintained,” stated CCPDA.

When Arunachal Pradesh, the most sensitive border state of India, was gasping for breath for want of publicity in the absence of a newspaper, Echo of Arunachal, the first English weekly, was born on 20th February 1988, the first Statehood Day of the state.

“Arunachal is the only state in India without a newspaper and EoA would fill the gap,” was the statement of then chief minister Gegong Apang while releasing the inaugural copy of the weekly.

I was one of the founder members along with trader Vijay Bothra, supported by PTI bureau chief PB Dasgupta and UNI bureau chief AK Bhattacharjya and then IPR director Lummer Dai. Talom Rukbo was named the weekly’s first editor.   

Arunachal Times, the first broadsheet English daily of the state, was born on 6th June 1989 with Chief Minister Gegong Apang switching on the 150-year-old exhibition species British-make printing machine in Naharlagun Industrial Estate No 3 for its official release for mass circulation.  

In his inaugural address as chief guest, Apang had hoped that the newspaper would open a new horizon of knowledge and information for the people of Arunchal and act as a mirror by maintaining the principle of freedom of speech.

“Another milestone in the democratic progress of the state,” said guest of honour Prof C L Anand, Vice Chancellor of Arunchal University while  Finance Minister R K Krimey termed it as “Beginning of a new era”.  People’s Party of Arunchal president Tomo Riba had urged the journalists for objective coverage, Arunchal Chamber & Commerce president Tarin Mallo had wished “independent functioning from the management”, IPR director Lummer Dai had called for maintaing the ethics of journalism while Cooperation Minister Gyati Taka had the daily would fulfill the long cherished desire of the people. Chief Editor-cum-Publisher Bijay Kumar Nath and Editor Taso Grayu had addressed on the occasion.  

The birth:

During a survey in the last part of 1988, AT’s founder chief editor Bijay Kumar Nath through Apang had sought my opinion if a daily newspaper would be viable in the state. I was honest in my opinion: Niche marketing would make a daily viable and profitable soon.

Apang had assured all support to Nath after receiving a letter from veteran Congress leader Santosh Mohan Dev (whom I knew as a union minister during my stay in Delhi during 1981 to 1983) to support the venture as he (Nath) was facing a lot of problem from the Prafulla Mohanta-led Asom Gana Parishad government in Assam.

Nath was publishing Dainik Jugasanka, a Bengali daily published from Guwahati and Silchar simultaneously besides a weekly in the same name, but had faced labour problems leading to temporary closure of his venture. He invested at best Rs 2 lakh to set up the daily and minted money from huge advertisements that he had managed from CPSUs before handing over its ownership.    

Arunachal Chamber of Commerce & Industries adviser BK Gosh Dastidar had tied up with Taso Grayu to work as editor and allow his Industrial Estate for the daily to function. However, it was Dasgupta and Bhattacharjya, who convinced me to join the daily as senior reporter after quitting EoA in August 1989.

The daily was run for over a year by Nath before being taken over by Arunachal Times Publication Pvt Ltd, the present owner of the daily.

Trials and tribulations:

AT has passed through many a trials and tribulations during the last two and half a decades. But coincidentally, I am perhaps a lucky journalist who saw the revolution of the print media from hand composing to offset and to web offset within a very short span of time.

Composing the news in an automatic typewriter, and headlines printed from Taso Yalu Paper Works, Naharlagun, I used to lay out the dummy of EoA (8 or 12-pages, depending on number of ads received) for publication at Purbashree Offset Printers, Jorhat.

I learnt the rudiments of printing when AT was set up with its own printing press. It was a Herculean task as news items were composed in hand, readymade blocks of leaders or symbols were used for pictures (blocks were made only at Guwahati, and that used to take a week’s time). Breakdowns of the machine were very often than not; and power failure was a regular feature before a diesel generating set was procured.  Former minister Tadar Tang, living nearby, used to be the first reader every morning. He would be the first to complain if the daily failed to hit the newsstands.  

Many were appointed as executive editors who gave more disservice to the state and caused greater harm to the daily before disappearing conspicuously, but I dared to continue for my love for the profession which I had seen from a very close quarters in New Delhi.

The turning points:

1) In 1996, the AT switched over to offset by procuring a sheet-fade offset printing machine that facilitated printing of black and white pictures. By then I was executive editor and elevated to the rank of editor in place of Grayu and asked to function from Banderdewa, where the press was set up.

2) Indian Federation of Working Journalists president Vikram Rao heading a high level delegation, after attending the NE journalists’ convention at North Lakhimpur in 2006, had visited Naharlgun press. Surprised to see about 15 women compositors working, he had commented: “This is unexpected in a remote state”.   

3) AT’s colour ads (quarter or half or full page) used to be published from Guwahati and the remaining space used to be printed here. I was elevated as editor on 23.01.03 in place of Grayu at the advice of Apang and asked to function from the Itanagar office. After learning that the daily was losing huge colour ads for lack of printing facility, I dared to take the challenge thrown by Apang to publish the first colour issue with the same sheet-fade offset printing machine on 28.02.03 and a subsequent issue on 11.03.03.

Colour printing is a combination of four colours - CMYK (cyan, magenta, yellow and black).  I ordered a layout desk, fitted bulbs and glass panes, procured a magnifying lens and put in 36 hours nonstop painstaking labour to achieve the success. AT switched over to colour publication depending on availability of ads.   

4) AT was sold for Re 1 a copy since day one but rising printing cost forced the management to hike it to Rs 2 from 01.03.03 at my suggestion. From four pages the AT subsequently swelled to eight pages for Rs 3.

5) By then AT was a household name. I adopted trial and error methods to venture into all possible areas of mass communication – investigative journalism, byline stories, cartoons, including ‘Bole to’ with the help of AT layout artist Habung Pumbo, a hearing impaired youth. I had perfect wavelength with him to explain him very complex situations which he could understand and draw the cartoon in 10 to 15 minutes, like PV Narasimha Rao, the first prime minister, to stand in witness box in Lakhu Bhai forgery case; recipe competition with award, Sunday edition to give space to upcoming writers and poets, special column to promote Arunachal University and NERIST. AT could be credited with introducing so many firsts in state journalism.

6) In 2004, Arunachal University vice chancellor Prof Atul Sharma wished to introduce a course which would benefit the state. I along with few of my colleagues - V Ravindran and the Centre for Cultural Research and Documentation executive director Moji Riba - suggested introduction of a diploma in mass communication and prepared the syllabus. The diploma was introduced by the varsity in collaboration with CCRD led by Samannoy Gut chairperson Minati Riba at CCRD office, Naharlagun. The students would visit AT to have practical knowledge of running a newspaper, which continues even today.

7) Annual get-together of journalists at my initiative began in 2005 with contributions of the dailies (highest from AT) which is an annual feature now.

8) Air India instituted Rank and Bolt Award to recognize teachers and students respectively to promote responsible citizenship with the help of a media partner to conduct the competition in each state. On behalf of AT, I was instrumental in conducting the competition and accompanied the winner teacher and student teams of other states to Singapore on a week-long trip sponsored by the Air India in 2006.     

Hurdles:

But journalism faced many hurdles, particularly from various students’ organizations, youth bodies and vested interest groups which wanted to dictate to or not to publish what they think right or wrong. Once AT was closed down for about a month which had prompted the then Governor Arvind Dave, who had served the state during 02.08.99 to 12.06.03 to go on record, saying: “Close down all newspapers. Arunachal Pradesh is yet to be ready for newspapers.” Many journalists including myself were physically assaulted many times without any reason or rhymes. But the journey continued unhindered and regrettably yellow journalism surfaced to serve vested interests, giving the worst direction to state journalism.

Communication hazard (road and tele-connectivity), erratic power supply, no source  of revenue in the absence of major industries or corporate bodies, dependence on state or central government ads, meager salary poised tough challenge for the journalism to flourish.

Many bright Arunachalees, like Mige Kamki, Mamta Riba, Michi Paku, Dahe Sangno and Likha Tejji, who are holding senior positions in GoAP today, initially worked as journalists before being allured by the secured jobs.

Conclusion:

AT would complete 25 years on 06.06.14. Like a mother knows the birth pangs of her child, those who have been associated since the birth of EoA or AT have experienced the pains and suffered in silence. For, a mother gets nine months to deliver a baby but we the editors produce a baby in nine hours daily with the exception of few pre-announced holidays in a year.    

Thanks to the wisdom of Apang, who made me the editor; subsequently, I got the opportunity to work as correspondent of UNI and PTI. Now I still work as official correspondent of PTI, ANI and anchor of various AIR programmes, Arunachal ki Awaaj of DDK, hotswitched to NE PPC, Guwahati for the global viewers, and appointed as resource person to sensitize Delhi Police on issues and problems confronting NE people in New Delhi as directed by the MoHA, while my students from the university have gone far and wide, including BBC.

In fact, I started with Rs 1,000 salary pm but never looked back as my wife joined as a teacher in 1990 whose salary was enough for both of us to meet out both ends. Experience with EoA and AT – one in all – gave me the leverage to learn the secrets of all sections of a newspaper and I consolidated with passing time to use the knowledge for Arunachal, my karma bhumi since I landed at Itanagar on 03.08.83, to join Donyi-Polo Vidya Bhawan, a renowned public school, as administrative officer. Happily, I am watching yesterday’s tiny tots, Indra Mallo Jain (health secretary) and Dani Salu (fisheries secretary), both DPVB alumni, today prove to be living assets of the state.

Perhaps, I was destined to continue or else who knows I would not have been writing this history as the senior most journalist of the state.

‘Time and tide wait for none,’ goes the adage. I’m a pebble in the river of time and its tide would sweep away me and my footprints at the call of Time. Posterity will turn the pages of history to know the bygone years. I would be gone by then….!

 

 

CM directs for speedy investigation into sexual harassment case

ITANAGAR, Aug 29: Chief Minister Nabam Tuki has in strong words condemned the unfortunate incident of sexual harassment meted to minor students by a school teacher at Likabali in West Siang district.

Taking cognizance of the seriousness of the offence, he called a high level meeting this morning attended by Deputy Speaker Jomde Kena, who is the local legislator of the area, the Chief Secretary, DGP, Commissioner to CM, Secretary Health & Family Welfare and Secretary Home.

The Chief Minister gave strict instructions for speedy investigation into the case and thereafter its trial on fast track. He also directed that all medical and legal help to the victims be provided by the State Government free of cost.

An amount of Rs 10 lakhs would be placed with the West Siang district administration for the purpose.

The meeting decided that the investigation into the case will be taken over by the Officer in-Charge of the Itanagar Women Police Station under close supervision of IGP (Central) Garima Bhatnagar.

Further, directives have been issued that the school children involved in the incident need not be called for recording their statements at the police station but the police may contact them at their respective homes for the purpose.

It was also decided that the West Siang deputy commissioner would immediately constitute a Committee under the Chairmanship of the Deputy Director of School Education, West Siang, to enquire and examine the functioning of the Green Valley School, Likabali, so that education of the students of the school do not suffer and proper arrangements made for them to attend classes. The Enquiry Committee will have to submit the report to the Chief Secretary within 15 days.

In order to prevent recurrence of similar incidents and to reign in functioning of schools, it has been decided that Committees headed by DDSEs of each district under the supervision of respective deputy commissioners should be constituted to examine all private institutions and schools in their respective districts. These committees will enquire if all these educational institutions have affiliation, permission to function and are following all rules and regulations of the Education Department as per the Right to Education Act. A report on this will have to be placed by the respective deputy commissioners within three months to the Education Commissioner.

Meanwhile, a Medical Board has been constituted by the Government with four specialist doctors to assist in the investigation. The Chief Minister also deputed his Political Secretary to visit Likabali immediately and take stock of the situation.

Earlier, IGP (Central Zone) and Superintendent of Police (Security, Headquarters) have also visited Likabali after getting information of the incident.

Kena seeks cooperation for flawless enquiry

Consequent to the unrest in Likabali township after the recent news of rape of 14 minor girls in a private school of Likabali, Deputy Speaker of Legislative Assembly and local MLA Jomde Kena has appealed everyone to cooperate with police for flawless and transparent investigation for framing a strong charge-sheet against the accused.

State home department will also carefully monitor the case to give justice to the juvenile victims and Likabali police station have been instructed to unearth any chain link with the accused. A criminal case has already been registered with Case No.19/13/376/354 IPC at Likabali Police Station and the state Government is at close watch and continues to monitor the case. The West Siang District Administration in cooperation with the District Police forces is quite closely keeping vigil on law and order situation in the area, he said in a statement.

Kena on hearing of the heinous crime had immediately rushed to Likabali to stock of the situation.

It is the primary duty and responsibility of the INC led Government anywhere in the Country to protect peoples' interest first, which is being done appropriately in this case too. And, as far as crimes against women-folk  in the recent incidence of Mumbai gang rape, all the accused have been arrested without loss of time. So, the people may believe on the same pattern of investigative action by the Government of Arunachal Pradesh for the instant case, he said.

Meanwhile, Arunachal Pradesh Women Welfare Society West Siang branch headed by its President Kargam Ete, Secretary Ige Jini and executive Members visited Likabali  and interacted with the parents of rape victims and met Deputy Speaker Jomde Kena on the issue at Likabali.

Expressing their anguish on such heinous crime committed against minor girls, they said it is a blot unheard ever in our tribal society.

Condemning the incident the women wing has appealed Administration and Police not to give any bail to the rapist till the final verdict on the case is delivered by the first track court Basar.

The Women Wing also advocated for giving stringent punishment to the rapist and also appealed for medical and forensic investigation at the earliest failing which they are determined to lunch a massive movement. DIPRO

Condemnations pour in

 Expressing shock over the sexual assault on 14 minor students at a private school, Likabali, various organizations vehemently condemned the shameful  act and appealed to the authority to award capital punishment to the culprit Viven Wisvan, a hostel warden.

Expressing concern over the rape and molestation, Bharatiya Janata Party (BJP) today urged the state Govt to constitute a high level committee to unearth the whole episode and initiate stringent action against the wrong doers including Capital punishment.  Strongly condemning the rape,  BJP said women folk have a high regard in every community since time immemorial in our state and the attack on the girl child is an attack upon the present and future mothers of the state. The state BJP has constituted a team of senior leaders under the leadership of Komjum Riba, State BJP Secretary to make a spot visit and meet the victims and relatives.

The Galo Welfare Society (GWS) today vehemently condemned the  rape incident and has called for exemplary punishment to the accused involved in the crime.  Expressing concern over the repeated crime against women the GWS  also appealed all student bodies, women organizations, civil society to stand united and to ensure that justice is delivered to the victims.

All Galo Youth Organization (AGYO)  today strongly condemned the rape  and demanded exemplary punishment to the rapist. It further said that the school authorities and the rapist teacher must bear the medical treatment expenses of the victims.  Other demands include return of the school and hostel admission fees  of the students if the school remains closed for indefinite time.

Galo Welfare Society (GWS) Women wing)  also demanded stringent punishment to the rapist.

National Students Union of India (NSUI) state unit, Jigo Yego Students Union and Galo Peoples’ Federation (GPF) demanded capital punishment to culprit. The organizations also appealed to the police authority not to grant bail to culprit until the investigation is over. Meanwhile NSUI further strongly condemned the physical assault on officer in charge of Likabali police station and urged the district administration to take action against the persons involved in attack.

 

 

7-day capacity building prog for primary teachers begins

ITANAGAR, Aug 29: A week-long capacity-building programme for primary teachers on ‘methods of teaching at pre-primary level’ began here today at the AP Science Centre.

The training programme, being organized under the aegis of SSA Rajya Mission, aims at better management of pre-primary education in schools so as to prepare young children in the age group of 2 to 6 for formal primary education system.

Speaking at the inaugural session, RK Mishra, Secretary (Science & Tech) cum State Project Director of SSA, emphasized the need to build up the capacity of primary teachers to deal with pre-primary children in real classroom situations as there is no formal training available in the state for pre-primary teachers.

He exhorted the teachers to instill confidence in their children so that they can dream big and achieve success in life. For this to happen, there need teamwork and concerted efforts from teachers, parents, administrators & civil society, he said adding that the pre-primary teachers have a great role to play in transformation of a child into good citizen with academic brilliance.

The SPD also advised the teachers to get down to the level of young children and understand their psychology and needs, and accordingly, plan for effective classroom transactions as per the need of the children.

Besides the three R's (reading, writing & arithmetic), pre-primary teachers need to make use of rhymes, games, play activities, etc so that the overall physical & mental growth of children is ensured. He also emphasized on inclusive education and the need to take care of the children with special needs (CWSN).

Ashok Tajo, Dy SPD sought the commitment and dedication of teachers towards laying a strong foundation for the children by strengthening pre-primary education in the state.

The training programme aims at imparting basic skills to primary school teachers to deal with pre-primary students and help them understand methods of teaching, evaluation and assessment at pre-primary level. It is being coordinated by M Kamki, state coordinator (special training).

 

 

CRPF distributes water syntax

ZIRO, Aug 29:  In continuation with their endeavour to establish a cordial relation with the public the 138 BN CRPF distributed Water storage tanks to villagers Ziro area under their Civic Action Program on August 27 last .

Attending the programme, Deputy Commissioner Marnya Ete lauded the efforts initiated by the CRPF.

Citing CRPF as the guardians of law he urged the public to cooperate with them. The lathis and guns of the CRPF’s are for those who are a threat to the well being of the society, else they have always stood with the public in good and bad times, he added.

Commandant 138th BN CRPF Ram Krishnan highlighted the aims and objectives of civic action programs.

Also speaking on the occasion, Zilla Chairperson Hage Kobin expressed his gratitude to the CRPF for assisting the state police in enforcing law and order in the district and expressed hope that such programs will enlighten the public of the philanthropic side of CRPF.

On the occasion, 20 water syntaxes were distributed to the beneficiaries.

KKSU felicitates meritorious students

AALO,  Aug 29: The Kargu Kardi Students Union (KKSU) observed its 7th Foundation Day in a befitting at its headquarter at Yomcha and felicitated the meritorious students falling under its jurisdiction on August 27 last.

Jarter (Gamlin) Ronya, ZPM Liromoba and Minba Raksap ASM (poyom-Raksap), and Tulo Gangkak graced the occasion as Chief Guest,

Guest of honor and Special Guest respectively to grace the Annual Function.

Addressing the gathering, Jarter (Gamlin) Ronya, ZPM Liromoba appealed KKSU to keep up the

healthy tradition to encourage the students of area to excel in different parameters of life as our hope aspiration and future depends on our young generation. He exhorted the students to peruse their studies dedicatedly and also appealed to teachers, parents and publics to cooperate with each other so that congenial atmosphere of learning prevail in all schools. She appreciated the activities of the union and assured full support in their noble Endeavour. She also gave cash award to the parents of meritorious students.

ASM Minba Raksap said that charity always begins at home and parental guidance and cares are essential to send the students in various centers of learning.

Recalling the past history of KKSU Tulo Gangkak, former Vice President appealed to concentrate more on education, health and social emancipation and advised that union should act as good pressure group and channelize their energies in building mutual trust and confidence among the people.

Earlier, union President, Somach Bogo disclosed that the union is also watching out all development activities in its jurisdiction and expressed his dismay over poor and slow pace of

works in many places. The president also stressed on teaching of English grammar effectively along with literature subject to raise the standard of learning among the students in their formative period.

On the occasion, the union felicitated the toppers of class X and XII of KKSU members.

Jumni Tali, Chery Potom of class XII who secured 88.8% and 83.3% and Ricky Romin of class X, Lumen Potom, Ayang Jilen of class X were felicitated on the occasion.

Apart from these Ayang Jilen and Tumni Gadi toppers among girls were also felicitated by the union.

Non Communicable Diseases common among poor people

Poor people are relatively more burdened with higher prevalence of several Non Communicable Diseases (NCDs)  in India, said researchers.

The study found that majority of the NCDs were concentrated among the poor people when the analysis was performed using the 'standardized objective measure of detection' of NCDs whereas concentrated among the rich people while using the conventional self-reported 'data of prevalence'.

According to the study, rates of the NCDs are projected to increase dramatically in India and other low-and-middle income countries over the next two decades, and are projected to cause millions of deaths and huge loss of national income due to both lost production and healthcare costs.

The study analyzed the socio-economic inequality in prevalence of common NCDs such as heart diseases, hypertension, asthma and chronic lung diseases, vision problems, depression. The study used validated standardized objective measures to detect the prevalence and then compared with self-reported diagnoses rates of prevalence.

These findings suggest that the development programmes for poverty alleviation should also incorporate programmes of the prevention and management of the NCDs.
