City police nab man wanted in murder case
ITANAGAR, Aug 29: In a major breakthrough, the City Police has nabbed one Bengia
Kame, 46, of Tayang village under Koloriang Police station from C Sector here yesterday
at 1.45 pm, who was wanted in a murder case (No. 10/2013 of Sangram PS U/S 120 (B)/189/153(A)/302/353
IPC) during Panchayat Raj Election-
The accused had managed to escape police arrest by frequently changing his locations. He stayed for two weeks in a rented house at Bihpuria, Assam before he changed his location to Borgang, where he lived for a month.
Thereafter, he moved to Dimapur and came back to Itanagar on monetary purpose before he was apprehended yesterday, City Superintendent of Police Surinder Kumar informed in a release.
Electrician dies due of electrocution

RUKSIN, Aug 29: An employee of Ruksin electrical division died on the spot when he came contact with a live wire at Ruksin town today afternoon.
Manveer Singh (50) was electrocuted, when he was repairing the 440 KV LT transformer point near Ruksin gate at about 1.30 pm, eye witnesses said.
Deceased Singh was a regular electrician (lineman) under Ruksin electrical section and working for the last several years. He has left two daughters and a son.
The power department employees here have expressed shock and grief over tragic death of Singh and prayed for eternal peace of the departed soul.

ITANAGAR, Aug 29: Arunachal Pradesh Government has awarded cash incentives amounting to Rs.69.95 lakhs to 40 meritorious sportspersons, who have brought laurels to the state by winning medals in national and international level competitions, in a function organized coinciding with National Sports Day at Banquet Hall here today.
The lion share of the incentive was grabbed by the weightlifters followed by karatekas and archers.

Informing that the state cabinet has approved the much awaited sports policy of the state recently, Tuki said this comprehensive sports policy, to be announced shortly, would cater to the infrastructural needs and create opportunities for sportspersons and help all round development of sports sector.
He further informed that advertisement for 258 posts of Constable, Head Constable and SIs in police department for meritorious sportspersons will be floated very soon for recruitment drive.
Earlier, Sports Commissioner CB Kumar, in his brief speech reiterated the state government’s commitment towards working for all round development of sports sector in the state.
Games and sport are part and parcel of human life, he said and encouraged youths of the state to play sports, which, foster unity, brotherhood and develop leadership quality, If pursued seriously, one can earn decent livelihood through sports, he said.
Parliamentary Secretary and Arunachal Olympic Association President Padi Richo requested the CM to keep Corpus fund of Rs 10 Crore to meet unforeseen and immediate requirements of Arunachal Olympic Association (AOA). He also stressed on appointment of coaches, District Sports Officers and the need for establishing a sports university in the state.

First Adi language newspaper ‘Arunachal Aung’ launched

ITANAGAR, Aug 29: The “Arunachal Aung”, the first Adi language and second newspaper in vernacular language of state was launched today in a simple but impressive function held at Arunachal Press Club.
The ‘Arunachal Aung’ was formally launched by Adi Agom Kebang (AAK), president Nini Pertin in presence of AAK General Secretary and Deputy Director IPR Obang Tayeng, Arunachal Press Club, President Taba Ajum and other media persons.
The weekly newspaper is an initiative of Ojing Tayeng, a journalist of state, in a bid to preserve and promote the local Adi language which is dying very fast besides focusing on various social issues.
The paper will connect the Adi community residing in various parts of state particularly East Siang, West Siang, Upper Siang and Lower Dibang Valley Districts.
Lauding the publisher-
“No matter wherever we go we eventually return to our original place” said Pertin while advocating the preservation of aged old culture and tradition including one’s own dialect. Today is indeed a memorable day for all the Adi people and this small but very noble step will surely inspire other communities of state to start such venture to protect and preserve their local dialect, he opined.
He further said that this form of writing Adi language may be not perfect but at the same time it is the nearest form to write Adi language which is being adopted by Adi Agom Kebang.
While congratulating the publisher for successful lunching of the newspaper, Obang Tayeng suggested him to make it an effective medium of learning and promoting the local dialect.
He said that the preservation and promotion of one’s own dialect is immense important these days.
Wishing best of luck to the publisher, Tayeng exuded hope that “Arunachal Aung” will boost the energy of young journalist of state to venture into more such noble initiatives besides inspiring the people of other communities to preserve and promote their own dialect.
APC president Taba Ajum, while congratulating the publisher on behalf of APC and APUWJ for launching of first Adi language newspaper in the state, said it’s a proud moment for all the media fraternity of state as one of our own friends has started it.
“The paper will not only inspire the young journalists to come up with more such noble ideas in days to come but also serve as a mechanism to preserve the fast dying local dialect in this age of technology”, asserted Ajum adding this will also encourage other tribe and communities of state to start their papers in their own language.

Petrol pumps observe shutter down
ITANAGAR, Aug 29: All the petrol pump of capital complex today under the aegis of Capital Complex Petroleum Depot Association (CCPDA) shut their shutter down in protest against repeated harassment by members hailing from AAPSU demanding for more fuel. In a release CCPDA apologized to the public for causing inconvenience and expressed gratitude to them for cooperating.
The decision to shutdown was taken after repeated pleas, complaints and reminders made to AAPSU regarding harassment of petrol pump dealers and upon no concrete step being taken by union to control the menace. Meanwhile CCPDA expressed hope that AAPSU will take strong step in this regard.
“By shutting down petrol pump we wanted to express our sadness. However we are and will always continue to support AAPSU in every possible manner for the cause of state. We do hope that AAPSU will continue to extend cooperation so that cordial relation is always maintained,” stated CCPDA.

When Arunachal Pradesh, the most sensitive border state of India, was gasping for breath for want of publicity in the absence of a newspaper, Echo of Arunachal, the first English weekly, was born on 20th February 1988, the first Statehood Day of the state.
“Arunachal is the only state in India without a newspaper and EoA would fill the gap,” was the statement of then chief minister Gegong Apang while releasing the inaugural copy of the weekly.
I was one of the founder members along with trader Vijay Bothra, supported by PTI bureau chief PB Dasgupta and UNI bureau chief AK Bhattacharjya and then IPR director Lummer Dai. Talom Rukbo was named the weekly’s first editor.

The birth:
During a survey in the last part of 1988, AT’s founder chief editor Bijay Kumar Nath through Apang had sought my opinion if a daily newspaper would be viable in the state. I was honest in my opinion: Niche marketing would make a daily viable and profitable soon.
Apang had assured all support to Nath after receiving a letter from veteran Congress
leader Santosh Mohan Dev (whom I knew as a union minister during my stay in Delhi
during 1981 to 1983) to support the venture as he (Nath) was facing a lot of problem
from the Prafulla Mohanta-
Nath was publishing Dainik Jugasanka, a Bengali daily published from Guwahati and Silchar simultaneously besides a weekly in the same name, but had faced labour problems leading to temporary closure of his venture. He invested at best Rs 2 lakh to set up the daily and minted money from huge advertisements that he had managed from CPSUs before handing over its ownership.
Arunachal Chamber of Commerce & Industries adviser BK Gosh Dastidar had tied up with Taso Grayu to work as editor and allow his Industrial Estate for the daily to function. However, it was Dasgupta and Bhattacharjya, who convinced me to join the daily as senior reporter after quitting EoA in August 1989.
The daily was run for over a year by Nath before being taken over by Arunachal Times Publication Pvt Ltd, the present owner of the daily.
Trials and tribulations:
AT has passed through many a trials and tribulations during the last two and half a decades. But coincidentally, I am perhaps a lucky journalist who saw the revolution of the print media from hand composing to offset and to web offset within a very short span of time.

Paper Works, Naharlagun, I used to lay out the dummy of EoA (8 or 12-
I learnt the rudiments of printing when AT was set up with its own printing press. It was a Herculean task as news items were composed in hand, readymade blocks of leaders or symbols were used for pictures (blocks were made only at Guwahati, and that used to take a week’s time). Breakdowns of the machine were very often than not; and power failure was a regular feature before a diesel generating set was procured. Former minister Tadar Tang, living nearby, used to be the first reader every morning. He would be the first to complain if the daily failed to hit the newsstands.
Many were appointed as executive editors who gave more disservice to the state and caused greater harm to the daily before disappearing conspicuously, but I dared to continue for my love for the profession which I had seen from a very close quarters in New Delhi.
The turning points:
1) In 1996, the AT switched over to offset by procuring a sheet-

in place of Grayu at the advice of Apang and asked to function from the Itanagar
office. After learning that the daily was losing huge colour ads for lack of printing
facility, I dared to take the challenge thrown by Apang to publish the first colour
issue with the same sheet-
Colour printing is a combination of four colours -
4) AT was sold for Re 1 a copy since day one but rising printing cost forced the management to hike it to Rs 2 from 01.03.03 at my suggestion. From four pages the AT subsequently swelled to eight pages for Rs 3.
5) By then AT was a household name. I adopted trial and error methods to venture into all possible areas of mass communication – investigative journalism, byline stories, cartoons, including ‘Bole to’ with the help of AT layout artist Habung Pumbo, a hearing impaired youth. I had perfect wavelength with him to explain him very complex situations which he could understand and draw the cartoon in 10 to 15 minutes, like PV Narasimha Rao, the first prime minister, to stand in witness box in Lakhu Bhai forgery case; recipe competition with award, Sunday edition to give space to upcoming writers and poets, special column to promote Arunachal University and NERIST. AT could be credited with introducing so many firsts in state journalism.
6) In 2004, Arunachal University vice chancellor Prof Atul Sharma wished to introduce
a course which would benefit the state. I along with few of my colleagues -

Hurdles:
But journalism faced many hurdles, particularly from various students’ organizations, youth bodies and vested interest groups which wanted to dictate to or not to publish what they think right or wrong. Once AT was closed down for about a month which had prompted the then Governor Arvind Dave, who had served the state during 02.08.99 to 12.06.03 to go on record, saying: “Close down all newspapers. Arunachal Pradesh is yet to be ready for newspapers.” Many journalists including myself were physically assaulted many times without any reason or rhymes. But the journey continued unhindered and regrettably yellow journalism surfaced to serve vested interests, giving the worst direction to state journalism.
Communication hazard (road and tele-
Many bright Arunachalees, like Mige Kamki, Mamta Riba, Michi Paku, Dahe Sangno and Likha Tejji, who are holding senior positions in GoAP today, initially worked as journalists before being allured by the secured jobs.
Conclusion:
AT would complete 25 years on 06.06.14. Like a mother knows the birth pangs of her
child, those who have been associated since the birth of EoA or AT have experienced
the pains and suffered in silence. For, a mother gets nine months to deliver a baby
but we the editors produce a baby in nine hours daily with the exception of few pre-
Thanks to the wisdom of Apang, who made me the editor; subsequently, I got the opportunity to work as correspondent of UNI and PTI. Now I still work as official correspondent of PTI, ANI and anchor of various AIR programmes, Arunachal ki Awaaj of DDK, hotswitched to NE PPC, Guwahati for the global viewers, and appointed as resource person to sensitize Delhi Police on issues and problems confronting NE people in New Delhi as directed by the MoHA, while my students from the university have gone far and wide, including BBC.
In fact, I started with Rs 1,000 salary pm but never looked back as my wife joined
as a teacher in 1990 whose salary was enough for both of us to meet out both ends.
Experience with EoA and AT – one in all – gave me the leverage to learn the secrets
of all sections of a newspaper and I consolidated with passing time to use the knowledge
for Arunachal, my karma bhumi since I landed at Itanagar on 03.08.83, to join Donyi-
Perhaps, I was destined to continue or else who knows I would not have been writing this history as the senior most journalist of the state.
‘Time and tide wait for none,’ goes the adage. I’m a pebble in the river of time and its tide would sweep away me and my footprints at the call of Time. Posterity will turn the pages of history to know the bygone years. I would be gone by then….!

ITANAGAR, Aug 29: Chief Minister Nabam Tuki has in strong words condemned the unfortunate incident of sexual harassment meted to minor students by a school teacher at Likabali in West Siang district.
Taking cognizance of the seriousness of the offence, he called a high level meeting this morning attended by Deputy Speaker Jomde Kena, who is the local legislator of the area, the Chief Secretary, DGP, Commissioner to CM, Secretary Health & Family Welfare and Secretary Home.
The Chief Minister gave strict instructions for speedy investigation into the case and thereafter its trial on fast track. He also directed that all medical and legal help to the victims be provided by the State Government free of cost.
An amount of Rs 10 lakhs would be placed with the West Siang district administration for the purpose.

Further, directives have been issued that the school children involved in the incident need not be called for recording their statements at the police station but the police may contact them at their respective homes for the purpose.
It was also decided that the West Siang deputy commissioner would immediately constitute a Committee under the Chairmanship of the Deputy Director of School Education, West Siang, to enquire and examine the functioning of the Green Valley School, Likabali, so that education of the students of the school do not suffer and proper arrangements made for them to attend classes. The Enquiry Committee will have to submit the report to the Chief Secretary within 15 days.
In order to prevent recurrence of similar incidents and to reign in functioning of schools, it has been decided that Committees headed by DDSEs of each district under the supervision of respective deputy commissioners should be constituted to examine all private institutions and schools in their respective districts. These committees will enquire if all these educational institutions have affiliation, permission to function and are following all rules and regulations of the Education Department as per the Right to Education Act. A report on this will have to be placed by the respective deputy commissioners within three months to the Education Commissioner.
Meanwhile, a Medical Board has been constituted by the Government with four specialist doctors to assist in the investigation. The Chief Minister also deputed his Political Secretary to visit Likabali immediately and take stock of the situation.
Earlier, IGP (Central Zone) and Superintendent of Police (Security, Headquarters) have also visited Likabali after getting information of the incident.

Expressing their anguish on such heinous crime committed against minor girls, they said it is a blot unheard ever in our tribal society.
Condemning the incident the women wing has appealed Administration and Police not to give any bail to the rapist till the final verdict on the case is delivered by the first track court Basar.

Expressing shock over the sexual assault on 14 minor students at a private school, Likabali, various organizations vehemently condemned the shameful act and appealed to the authority to award capital punishment to the culprit Viven Wisvan, a hostel warden.
Expressing concern over the rape and molestation, Bharatiya Janata Party (BJP) today urged the state Govt to constitute a high level committee to unearth the whole episode and initiate stringent action against the wrong doers including Capital punishment. Strongly condemning the rape, BJP said women folk have a high regard in every community since time immemorial in our state and the attack on the girl child is an attack upon the present and future mothers of the state. The state BJP has constituted a team of senior leaders under the leadership of Komjum Riba, State BJP Secretary to make a spot visit and meet the victims and relatives.
The Galo Welfare Society (GWS) today vehemently condemned the rape incident and has called for exemplary punishment to the accused involved in the crime. Expressing concern over the repeated crime against women the GWS also appealed all student bodies, women organizations, civil society to stand united and to ensure that justice is delivered to the victims.
All Galo Youth Organization (AGYO) today strongly condemned the rape and demanded exemplary punishment to the rapist. It further said that the school authorities and the rapist teacher must bear the medical treatment expenses of the victims. Other demands include return of the school and hostel admission fees of the students if the school remains closed for indefinite time.

National Students Union of India (NSUI) state unit, Jigo Yego Students Union and Galo Peoples’ Federation (GPF) demanded capital punishment to culprit. The organizations also appealed to the police authority not to grant bail to culprit until the investigation is over. Meanwhile NSUI further strongly condemned the physical assault on officer in charge of Likabali police station and urged the district administration to take action against the persons involved in attack.

ZIRO, Aug 29: In continuation with their endeavour to establish a cordial relation with the public the 138 BN CRPF distributed Water storage tanks to villagers Ziro area under their Civic Action Program on August 27 last .
